If we see, CSE in IIIT jabalpur has higher rank as compared to NIT patna's ECE.
Computer science and electronic and communication technology are two different courses with ECE being a little more tougher on academic part but if we by placements, academics and college ranking:

IIIT jabalpur is ranked 81 by NRIF and NIT PATNA is ranked 92
Median salary ranges from 7.1 to 7.5 lakhs for IIIT CSE whereas is it around 3.6 to 6 lakhs for ece in nit
if you check for other facilities there are approximately the same, but what matters is matters. so now the choice is yours. I recommend CSE IN IIIT JABALPUR.
