Based on the fact that you've asked this question as a UPSC aspirant, it is better for you to choose Economics. If you choose English as an elective, you will study the English Literature in depth which is not that useful in UPSC whereas Economics is asked in General Studies (Mains) and holds adequate weightage in the exam.
