Every government medical college is good in india
Coming to your query kgmu stand at 10th rank according to NIRF wile  chandigarh government college stands at 117 rank. I hope with this you can get a clue about which college is better.

Nirf ranking of pgims is 2 , kgmu is 10 and maulana azad 14 But student preference order is maulana then kgmu then pgims always .You may check the last year neet cut off and closing and opening rank.
