I can't comment about the New horizon college, but Shankracharya Bhilai isn't a very good option. If you'll be paying the same amount of money, id say go for a college in a bigger city like bangalore  as it gives you more exposure.
On the flip side, Bhilai is a good peaceful city, and easy to get settled in.

Dont ever think of shri shankaracharya college again .. its really bad college ... ...  I have met many of students from this college .... The college has not good infrastructure and has only one building .. the faculties are not good and educated enough
