I understand your apprehension at the moment. But frankly speaking, irrespective of where you study, a lot depends on the student, how well they're able to grasp the concepts, how consistent they are in their efforts, their levels of focus are the major determinants of selection.
Institution matters, but what matters more is the effort from the students' side.
Nonetheless, if you still plan on sending him/her somewhere, aakash institute in delhi is great (especially the janakpuri branch), also Allen is really good since a lot of my acquaintances have studied there and are in some government medical college today.

However, I would like to emphasize that it isn't the coaching institute that you join that determines your success in NEET Examinations rather the level of preparation that comes from the student itself. There are many students who crack NEET through self-preparation.
Your cousin needs to study NCERT TEXTBOOKS of 11th and 12th especially for Biology. This itself is an ordeal. Coaching institutes may be joined to sharpen concepts and as well as for the test series.

What is truly required is determination and perseverance to succeed and of course, not to forget, daily dedicated studying.
