First & formost thing is about the individual interest which should be the first criteria to select any stream.

If you particularly ask about Computer Engineering; majorly there are 2 types - Computer Science and Information Technology.
My personal preferrence is Engineering in Computer Science because is covers all the aspects of computer engineering.

Apart from persuing a degree with pre-defined syllabus, onc should start building the logic & conceptualize as how & why the applications & products are build in particular fashion and develop a curiosity to make it a better. That will be help the individual to groom oneself as skillfull engineering of computer science.
