ECE and EIE are the two different fields. Both the fields have there own challenges and difficulties. Thus you can't exactly classify any of them as easier or tough. ECE has larger implication in industries and its a fact that most electronics companies use to prefer ECE students over EIE students for respective posts. So if you have to choose then from an industrial perspective I would recommend you to go for ECE rather than EIE.
