BIT
is considered as one of the best college for B.tech and there selection
procedure is also different . Chandigarh University is also good. But in my
view BIT is good than Chandigarh.


However

I would suggest you to go for Chandigarh university because being a private institution,  it has a good infrastructure and a large campus,  the crowd you will get in Chandigarh university is better than that in BIT patna.
Also,  Chandigarh university has a good placement record.
