As per my views I would suggest joining mechanical in bit mesra since it is nearby to your place and is a top institution. Also if you score 9 cgpa in 1st semester you can request for change to other branches such as CSE. It has highly qualified facility and is a top institution in India.

It would be best to go for Computer Science Engineering at Thapar University. Thapar University has been constantly ranked under NIRF Rankings every year and is a QStars rated University. It has almost every accreditation like NAAC, NBA. Also it is a deemed to be University and CSE Department is very very advanced there.
