All India Rank will only be considered for counselling as well as admission. Caste rank will be considered only for caste reservations, where each and every caste have certain amount of reservations, these caste wise rank is used for availing caste reservation.

You will be called for counselling based on your All India Rank. At the time of counselling your category rank will come into picture. Lets assume that you want to take admission in Calcutta  Medical College. You have an AIR of 35 but there are only 20 seats for UR category. There are 15 seats reserved for OBC and your OBC rank is 10 so you will be getting a seat under OBC reservation quota.
