Candidate is eligible for second round of counselling of UPSEE under two conditions:

the first one is that the student was allotted a seat but he didn't report at the reporting centre then he is automatically eligible for second round of counselling

Second one is is the candidate was not allotted a seat in the first round of counselling then he can get a seat in second round of counselling .

If it is appearing that you are not eligible for second round of counselling then you must not be satisfying any of the eligibility criteria as mentioned above.
