Well yes  you can try as your marks 396 is quite low but in other rounds you can get.
As this year cutoff goes higher than last year usually
Because of the question level .
Cutoff of different colleges is  unpredictable.
For getting veterinary science  in government college you must need to score atleast 410++ marks
And also depend upon in category you are from .
Your chances are fair in state quota i.e. 85% for state domicile candidates.
Because first priority is given to state domicile candidates only.
As neet ug 2019 result is out  so participate in NEET counseling rounds.
