Hello Amritha
There are a total of 13 government engineering colleges in kerla, as on Wikipedia
On the basis of previous year cutoffs, there are very fewer chances for you with 22000 rank to get into any government colleges in State Merit category.
But if you are from some other category you can look into previous year cutoffs, that you can get by directly searching on Google. There is the tenth phase allotment.
