Yes you will be eligible for counselling because as per the latest rules laid down for St category up to the 40th percentile which out of 720 around 120 to 130 you should be deemed eligible with the marks your saying Youve achieved
Now your 85% state quota mediated seat would depend on which state your from and whether you would get a seat in one of the government medical colleges of that state availing the 85% state quota would depend on how many from your category have scored better than you in your state
Remarks you say you should not be expecting and all India quota 15% seat in any college

Yes you will get. According to recent changes, SC/ST/OBC - 40 th percentile is required which generally comes around 120 something out of 720. Hence you are eligible.
Now coming to govt colleges, the state rank will determine whether you ll get or not.
15% all India you won't get !

Thank you for choosing career 360, Sorry to say that but you won't be able to get any govt medical College as the qualifying marks for sc/st is 40% which is around 288 marks but you can try for management quota seats in private and deemed medical colleges.
