As the Bill passed mentions that it will help the economically backward in securing Centre and State Govt. jobs as well as higher education which otherwise they do not have an access to given their financial limitations. However, since the Bill is yet to be sent for the President's assent and is under consideration, not much has been said or published about what all opportunities will come under the said Bill's purview. The final highlight and features of this new Law will be out soon.  But considering the intention of the Bill passed, I assume that all competitive exams will now include this reservation too.

The law has just passed and it is yet not stable as there are disputes and cold wars going upon it by various political parties and group which may call it down so we can't be sure that it may be applied to CAT or not. If the law sustains and is accepted happily around the country then certainly the reservation will happen from next session
