There is no provision of fresh registration for second round of seat allotment.
You were to register before first round of counselling to be eligible to appear in first and second phase of counselling.
All you can do now is to wait for mop-up round which is scheduled to start from 1 August 2019. Also, keep checking their website for new notifications.
