Hello,
Yes definitely you can get cse at VIT UNIVERSITY'S VELLORE CAMPUS but in category 3rd most probably.Remember fees will increase in 3rd category and will be around 3-4 LPA.
So take any decision wisely.For more information about this visit it's official website.
