Sorry to say but having a backlog will create a hurdle in further admisisons and moving to another semester.

No doubt, you can give next semester exams but you still need to clear the backlog as it will provide you the degree. There are criteria in which you need to clear the backlog because without complete document you can not proceed to pursue masters or any diploma course.

So it is better to ask the institution to return the money or you can talk to them about the backlog issue . As complete documents are must.
