Hi Pragya,
Hope you are doing well. Sorry to inform you that you cannot get a seat in SJCE though you have a sports and scouts quota. The rank that you have mentioned is very high and SJCE is considered as the top college in Mysore and also holds number 1 spot in Mysore. If you had scored at least below 15,000 you could have got a seat in SJCE through sports or scouts quota. Otherwise you need to belong to some other categories rather than GM so that you may get benefit of it. I hope you got the point after reading this answer.
