There are many factors which decide which college is better.
The infrastructure of psit is very good.
The placements of psit for all the branches is very good whereas for Akgec only for Cs,It and EcE related fields placements are good.
So pursuing Higher studies from psit would be better option.

Whether you will get admission in a Government college or not depends on the category you belong to,If you belong to UR category then it is highly difficult to get any Government college but if you belong to SC/ST you have a chance of getting admitted to Government college.

On dificulty, CAT is tougher than GMAT even though both of the examinations have almost same syllabus. For working professionals, GMAT is a good option.

It is good that you are thinking of admitting yourself in some coaching institute for preparing yourself. But you see that there is limit that till how many year you can sit for the exam after 12th.
For appearing in the JEE (Main)-2019 examination there is no age limit for the candidates. The candidates who have passed XII examination in 2017, 2018 or appearing in 2019 irrespective of their age can appear in JEE (Main)- examination 2019. The candidates should satisfy themselves about the eligibility of age limit requirements of the Institutes in which he/she is desirous of taking admission.
Hope you understand that if you attempt the exam after two years, it would be your last chance to attempt.

pgcet is the entrance exam conducted by karnataka government to admission in various courses like mba, mtech, mca, m.arch, m.e etc.
however you have not mentioned your stream from which you are applying.
however i would suggest you to revise the previous years questions are study according to syllabus wise. in undergraduate course there are lot of subjects fron which you may not get any questions. so study syllabus wise.
