yes there is a difference. Firstly, you won't be able to interact with teacher face to face. You have to understand things by yourself and even if you ask there are possibilities you won't understand concepts that easily.
You won't be physically present and it will be a online learning session. It is really difficult to maintain the curriculum as you will get easily distracted. To have a distance education, it needs lots of determination.
In India you won't get distance education in graduation. It may be full time or part time but no distance education. This is because in graduation in every semester there are labs which are mandatory for students to do in the presence of teacher and there are evaluation for it too.
It will be available in PG programs that too there are some norms kept by the university or institutes. if you satisfy them then only you will be get an admission.
Normally the working persons are eligible for this but if the location is same then they are alloted for part time which means they have to come and attend classes in sunday and give exams at the end.
There are many factors which decide this.
