Yes you would be definitely eligible for JEE main examination 2022. As per the current rules of national testing agency a candidate can appear for JEE main examination in consecutive 3 years starting from the year in which he or she appears for the boards examination. Also you must have physics, chemistry and mathematics as compulsory subjects.

With reference to your above mentioned query, i would like to tell you that there is no age limit criteria for any candidates to give COMEDK entrance exam. So, you can apply for this entrance exam. As per COMEDK UGET 2022 eligibility criteria, there is no age limit specified separately and candidates have to comply with the norms of AICTE in this regard.
further, the basic COMEDK UGET eligibility criteria 2022 is given below :
Qualifying Examination - Candidate should have passed second PUC, 10+2 higher secondary or equivalent examination recognized by state or central government
Compulsory Subjects -
Candidate must have Mathematics and Physics in the qualifying examination.
Chemistry is the third mandatory subject, which can be substituted by BioTechnology or Biology or Computer Science or Electronics.
Minimum Marks - Candidate should have scored minimum aggregate of 45% marks in Physics, Chemistry and Mathematics (40% for candidates belonging to SC/ ST/ OBC categories) and should also have passed in the subjects individually
Diploma Holders - As per COMEDK UGET eligibility criteria, diploma holders are not eligible for the exam.

You haven't given both the boards at the same time. It would have been illegal if you had given two board exams in the same year but that is not the case with you , first you passed with PCM and in 2017 and then again you passed 12th in 2019, there's nothing illegal, it is completely legal and you will not face any problem

First of all, it depends on which subjects you are interested in. Since you were preparing for NEET UG, Physics, Chemistry and Biology would have been your main subjects. You need to understand that, besides MBBS and BDS, there are many other courses which you can get via NEET UG. These include AYUSH Courses - Ayurveda, Unani, Siddha and Homeopathy. And Ayurvedic courses are the most promising (among AYUSH) and will give you a job guarantee in future as well. So, I would first suggest you to take part in NEET Counselling 2021 and try to get admission in an Ayurvedic College. Now supposing, due to some reasons you are unable to get admission in any college via NEET Counselling, then there are other non medical courses as well for PCB Candidates. These include - BSc. Agriculture, BSc. Forestry, BSc Community Science, BTech Agricultural Engineering, BTech Food Technology. The above courses can be obtained either via ICAR AIEEA UG Exam or via State conducted entrance exams. Also some colleges provide direct admission via Class 12 Marks. It is most important to have belief in yourself. You have appeared for 12th Boards in 2017, means you are like in the age of 22 or 23 and trust me many students have achieved success a bit late. Some of my batchmates have cracked NEET at the age of 26 or so, and now they are studying with me in a Govt Medical College . If you really want to be a doctor and it is your dream, I would suggest you to take a drop and again prepare for NEET 2022. Also, having known the alternatives (from this answer), you can also appear for those other exams as well in 2022. Preparing for NEET, will make you prepared for all the other PCB Based Entrance Exams as well.

It cannot be said whether you can get seat in Jamia Millia Islamia, New Delhi or not with rank below 30,000 because cut-offs changes from year to year and depends on many factors like
Seat matrix
Number of students appeared in the exam
Difficulty level of the examination
Caste category of the students
Previous year's cut-offs, etc.
But based on previous year's cut-offs it can be predicted that you have decent chances of getting seat in Jamia Millia Islamia, New Delhi at least in second cut-off list in any of the branches, if not possible in first cut-off list. There won't be a problem with your age for admission.

According to sources
In UP board- candidate can give class 12 th exam again(same board) for improvement in score via improvement form only. But in case you have passed your class 12th already from UP board then it is not advised to give class 12th exam from same board again.
Kindly check it with your school adminstration for credibility of this rule in Uttar Pradesh
If it is so, you can still give class 12th from any other board or NIOS (National institute of open schooling)
