No, aadhar card in not mandatory for registration of JEE main 2022 exam.
Documents required for registration of JEE main exam 2022 is following:
scanned photograph
Size - 10 kb to 200 kb . It should be in JPG/jPeg format.
Scanned signature
Size- 4 kb to 30 kb. It should also be in JPG/JPEG format.
12th marksheet/admit card/ certificate - Size 50 kb to 500 kb.

Listen, Instead of Aadhar card you can use your another Identification Proof like your PAN card , Driving License , Voter ID card etc.
BUT, If you wants to add your Surname in your Aadhar card it's also Possible .
You can visit Aadhar Enrolment Center nearest branch , they will ask you to fill a form and mentioned the important details, After submition the form at the same time they will add your surname and allot you a Virtual Identification Number there after you will get your Aadhar card in next 14 days on wards.
But make sure you can change your name once in your Aadhar card so try to fill the given form Precisely.
Although you can use your another Identity proof during NEET Examination.

You have borne in Sri Lanka also. Your personal status will be included in the domicile category of Tamilnadu as you have been studied there more than 12 years. To be eligible for domicile of state you must have domicile certificate does not matter where you have done your schooling.if you are permanent resident of uttarakhand has been living atleast 15 years from the given year then you can apply under state reservation.At the time of document verification you have to produce domicile certificate to claim the seat.

However there will be no problem till only written exam but you will face many problems during document verification ,if you qualify written exam then at your alloted ssb centre you will face the difficulty ,so it is recommended to correct your mistake as soon as possible otherwise your dream will be your dream , not reality to recommended in nda

Now Regarding you query of difference in Date Of Birth mentioned in Class X Marksheet and your Aadhar Card, so I would like to tell you that these differences in your DOB will definitely cause problem as your addhar card would be used to verify your information.
Also the DOB you have to enter while filling the form is the one that is mentioned in your matriculation certificate.
So, you can fill the form and allso get the DOB corrected in your Aadhar Card, so by the time of examination you will have correct DOB in your Aadhar card.

No, you will not face any issue if the address on the Aadhaar card and Domicile certificate is different. Domicile certificate is a supporting document which is issued by the state Government and serves as a proof that you are the resident of that particular state. Whereas Aadhaar Card serves as photo identity proof. You address in Aadhaar card and domicile certificate can be different. As long as the Domicile certificate is valid you will not face issue at the time of document verification.
Generally the X Standard Marksheet is considered for verification of spelling of your name and Similarly for your father and mother's name.
It is good that you have got your father's name corrected in your Class XII documents.
But you might face problem, due to irregularities in your X documents, so you can get an affidavit made for the same stating that the person in class XII marksheet and the class X Marksheet are the same from your nearby notary.
This affidavit will serve as a legal paper proving the legitimacy.

See it is for sure that you will need to change the date of birth in either your 10th marksheet or your Aadhar card/ birth certificate. It is a very hectic task to change the date of birth in your 10th mark sheet as you will have to visit you regional education office multiple Times and would take a lot of time. In comparison to that changing the details in Aadhar card is is quite easier for w hich you could visit your nearest centre and file an application form which would be supported by your 10th marksheet for proof.
