If you have passed 12th in Commerce and are currently pursuing 2nd year in Arts, you may be eligible for some Railway Controller or related posts, but not all. Most Railway Controller or Traffic Apprentice jobs require at least a graduation (any stream). So, after completing your degree, you will be more strongly eligible.
For now, focus on completing your graduation, and keep an eye on RRB (Railway Recruitment Board) notifications they clearly mention the required qualifications

MINIMUM REQUIRED :- passed class 12th with around 35-50% is accepted in most of the colleges.
GOOD UNIVERSITIES :- around 55-65% in 12th
TOP COLLEGES (eg:- DU, BHU, JNU, Christ etc) :- around 75-95% depending on subject.
RESERVATION CATEGORIES :- gets relaxation in cutoffs.
You should say to your parents that I respect your decision but If I take Science it is possible that I may not to do well and become a victim of depression. My interest in Arts (Psychology) so I can better in this field and become a psychologist. It is also related to medical field like clinical psychologist, counselling in hospitals etc. or you can show some example of successful psychologists (India and abroad)
