yes , you can apply for any bank exam with any graduation. but being a diploma holder you can apply only for IBPS clerk and bank clerk exam.
Being diploma holder you can't apply for IBPS PO post and specialist officer etc.

The eligibility for diploma in finance and banking :-
Have Passed class 12 or equivalent from a recognized board or Graduation
Admission:
Merit based or based on entrance test(depends on university)
Average Course Fee: Rs.10,000 to 40,000
Candidates must have finished and passed class 12 or a Bachelor's degree or an equivalent test. This is entirely dependent on the college, since some accept students with intermediate qualifications while others prefer graduates.They must have received at least a 50 percent aggregate from a recognised university listed under the UGC/AIU or Board.
To be considered for admission, candidates must pass a written examination or an entrance exam administered by the department in order to be considered for the course. Some colleges admit students depending on their performance in the qualifying test.
Personal Interviews are also used by certain colleges to narrow down the candidates for admission.
Applicants will have to fill out the application both online and offline at first.
All crucial information, such as admission dates, entrance exams, and the names of selected students, will be communicated through email or the website.

well you have two option after completing b.com, either you have to go for job or higher study. for banking related exam like SBI PO, RBI you have to prepare for the exams earnestly to get success at the very first attempt. private banks like ICICI, hdfc , kotak mahindra hires for various official positions. your communication skill, presentation skills and problem solving skills are mainly evaluated for the recruitment test.

The Bank of Baroda and the Manipal Group have partnered to form the Baroda Manipal School of Banking. Most banking entrance examinations require a candidate to pass a written exam, an interview, and finally acceptance as a Probationary Officer.
Candidates are initially chosen through a competitive test, which begins with an online exam and is followed by a Group Discussion and Personal Interview. The chosen candidates are subsequently enrolled in a 9-month programme (Post Graduate Diploma in Banking and Finance) that teaches them about the banking industry and its day-to-day operations.
