To be eligible for AP State Counselling, you should have studied in AP for a period of 7 consecutive years in 2 or more local areas. But if you have studied in AP from 8to 12th, that is only 5 years and so you are not eligible for participating in AP State NEET Counselling. But if either of your parents have been employed with State or Central Government, then you are eligible for 15% unreserved seats.

As for getting into an NIT's or IIIT's firstly your JEE mains marks are viewed. Now as you have achieved 85 percentile then this might not get you into any top NIT's in any branch. But your cast criteria might help you in getting into some national level college for that you may check the past year cut offs of your desired colleges which will provide you a better idea. Or with this score you can try getting into some good state college or may appear JEE mains again.
