The statement you have asked for isn't entirely true. There are many colleges in India such as IITs, NITs, State Government College and some private colleges like VIT, SRM, BITS etc provided good placement not only by quantity but also a very good packages.
But yeah! its also true that the packages in most colleges as well as the placements rate are low for most of the colleges in India. This is a deep rooted problem which needs to be changed from both side i.e., the student and the academicians must have to synchronize in order to stop this lack of recruitments. In India most of the educational courses are basically theories. Learning this don't fetch practical knowledge in the students as a result they can't accommodate there CV more with skills. Every Indian student gives priority to marks over knowledge. This is not entirely a students problem, actually the family motivates the student only to get marks and not learn anything. As a result the CV's contains a lot of marks but they are left unemployed.
Thus the student need to focus more on practical skill oriented learning rather than going for memorizing things. Also the academicians have to make the curriculums in such a manner so that the ratio and the skills remains in same ratio. If our nation can implement this simple one liner process, then there will be better recruitments in India.

But in general the placements in chandigarh university is very good and many reputed companies visit .Also it has the incredible placement records among its competitors in north india .
The highest salary package offered is 36 lakh and the Average between 3.5 to 6 lakh
It also has a job fair each year for all the students .
With more than 757 multi nationals visiting CU campus in 2021 -22 ,the number of offers have touched 7412 and the highest package has registered a growth of 30%
As of 2020 , 7412 students got placed
And also this year 2021 - 22
For engineering course the highest salary package was 36LPA
MBA was 26LPA
Hotel management was 12LPA
So it has the best placement !

Coming to your question, Campus Placements for B. Tech CSE in Chandigarh University is pretty good. Some of the leading Multinational Companies that come to the campus are Microsoft, Amazon, TCS, Tech Mahindra, L & T Technologies, Dell , Samsung, Bosh, IBM, SAP LABS, Deloitte, Mindtree, Flipkart, Capgemini and Wipro.
The highest package offered is around 35 LPA while the average package is around 7 LPA.

I would tell you some of insights of some of the colleges like what they do. For example, vit vellore - The college even takes money for re exam to clear backlogs and approximately 5-6k so it won't reflect in your final result that you had a backlog.
Similarly there are many private universities which follows this rule but in case of government premier colleges it would reflect so it depends on which college you are. But as you mentioned it was in 1st year. It won't matter much. But no one takes any chance.

Now coming to PSU and ESE, you have a really great opportunity in these two especially ESE has more number of seats for mechanical engineers. You can use PwD(Person with Disability) Reservation Policy. The Government of India provides PwD reservation for government jobs under the provisions of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995. Your first Question : What is the difference between CSE and CSE with any specialization?
Ans: CSE deals with all the aspects which are related to computer science and engineering, whereas CSE with specialization involves mostly your specialization . For example, if choose CSE with cybersecurity then the major focus will be to make you excellent in cybersecurity whereas, Normal CSE is a comprehensive course in computer applications and system. It deals with designing and developing computer software and hardware processes. Through this course, the students will be able to understand, learn and use different programming languages, digital and analog electronics, networking and telecommunications, etc.
But there is a catch, with normal CSE too, you can study that specialization technology, not only this colleges nowadays are giving options for AI, ML when a student enters in 5th semester.
Question 2: Will they have different weightage during campus placement?
Ans: Not too much but a very slight difference as of now. In some cases, you might be getting the benefit of taking Computer Science with specialization . For example, a company whose major work is based on cybersecurity then for the obvious reason they will first give priority to the guy who has done CSE with cybersecurity as a specialization. But remember that, specialization makes you confined too because there are not a large number of companies that are based on your specialization, so in this case, Normal CSE has an edge, as there are bulk of companies for them, though most of them allow to sit the specializations students, too but few of them might not allow sitting.
