No, the CBSE Passing Certificate and the CBSE Mark Sheet are not the same thing. Only qualifying status is indicated on the passing certificate. On the other hand, entire subject-wise marks will be listed on the mark sheet. The marksheet can be downloaded online during the results period, however

Assuming your of general category, according to the previous years stats and expected cutoff, you do have chances in colleges like College of Vocational Studies. Shri Guru Tegh Bahadur Khalsa College etc. However, it is all as per the previous year stats and expected cutoff and it may change.

You are always eligible to avail the benefits of reserved category (SEBC) until unless you satisfy the eligibility criteria.
