To be eligible for josaa counselling, it is not mandatory to be qualify jee main, qualifying jee main cut off percentile is mandatory only to be eligible for jee advanced.

As of now students with biology as an additional subject are eligible for neet so going by this, y es, yes you are eligible for NEET 2022 even if you have study Biology as an additional /optional subject from UP board or any recognised board
The eligibility of students with Biology as an additional / optional subject is in the supreme court but until it gives its judgement students, these students are eligible for neet
Here's the eligibility criteria for NEET :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English as core subject.
†††Important Note :- Students who have passed Biology as an additional subject are also provisionally eligible for neet until Supreme Court gives its judgement. For neet 2022 there's still time left so in meanwhile if judgement comes then eligibility will depend upon the outcome of judgement.
-----------) Percentage required :- You must get
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to st/Obc/ Sc
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
-----------) Age limit :-to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination . There is no upper age limit as of now because the case of upper age limit of 25 years is pending in supreme court since 2018.

If you belong to general category or even sc/st category still your percentile score is quite low to get a seat in the cse branch at any good or average college.
I would recommend to take a drop and try to score at least 75+ percentile to get a decent branch at some good college.
Despite this there might be some. College which can offer you a seat not surely for cse but for some other branch. You can search those colleges in the following link

CBSE has already prescribed formula to convert the CGPA in to percentage of marks. You can find the formula to convert the CGPA into percentage on the class 10th certificate. You have to multiply 9.5xCGPA to calculate the percentage and you have to fill the same in CAT application form. The CGPA should be multiplied with 10 in case the formula for conversion of CGPA in to percentage is not prescribed by a board/university.

Percentile also commonly called as centile,is a statistical assessment of the percentage of students below and above the level you have scored out of total number of students.A few terms related to percentile are: 25th percentile is first quartile,50th percentile is median or second quartile,75th percentile is third quartile.Percentile can be calculated by the formula:
Percentile of student X = 100-100*(number of aspirants ahead of student X)/ number of total aspirants.
