Yes you are absolutely eligible for the Gujarat state domicile. Anyone who have completed their 12 board studies from a specific state are completely eligible to apply for the state quota of that state.

According to you ,You are pass out from pcm in cbse and then you chose to sduty bio via the up borad .This means that you are highly passionate towards medical sciences and i really appreciate that. But the criteria for giving the medical entrance is that you should be pass out in Bio ,Physics ,Chem and English with a certain passing marks.
The criteria for giving NEET exam is usually defined as:-
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board. Candidates who are appearing for the class 12 or equivalent exam are also eligible to apply for NEET 2020.

I Think that you should also apply for English, Physics and Chemistry via the U.P. state board or you should apply for biology via the C.B.S.E. board to be 100% sure.

Hello there, scoring 73.3 % in class 12 cbse board shows your preparation for boards wasn't up to the mark. Moreover, for being able to give JEE mains you need to have a minimum of 75% aggregate in core subjects like PCM. However, you can give state entrance exams ( depending upon the state in which you live). For these exams ( or be it any other exam) you must try the following things to improve your score: 1. plan your weeks and months: meaning set targets of completing particular number of chapters by the end of 1 week and then you may take tests on those chapters to know your strengths and flaws. you may also reward yourself for completing the task assigned and if not completed you can put something very important to you on stake so if the task isn't completed your that favorite thing will be taken away. 2. give as much mock tests you can as these point out your strong and weak points related to the subject/ chapter. 3. do prepare a timetable or better say day to day task assignment which you must complete till the end of the day. 4. you can also use youtube, careers360 and other apps for your preparation they really are very helpful. 5. since your class 12 is over, so now focus only on those chapters that have high weightage and low effort, high weightage high effort and low weightage low effort chapters and make a chart of strong moderate and weak chapters for each subject. Although getting admission into IITs and NITs seems very difficult for you, still you have chances in many private colleges if you make good use of the time you are left with. Hope it helps! Education: candidate should be 12th pass from recognised board by minimum 50%in pcb and 50% marks in english
Age : minimum 21 and many other criteria
So the basic is you have to clear your 12th with minimum 50%then only you are eligible for the same .

Due to the increasing competition it is important to score higher rank to get into the topo universities. But even with the reservation or any quota like home state quota, the chances of getting into a top university such as BITS are a bit low. Hence, unfortunately the top nits and IITs also would be tough to get into with a low score. Also other Centrally Funded Technical Institutes ( CFTIs) such as the IIITs also would be a bit tough. There might be some chances of you getting into newer NITs such as NIT Andhra Pradesh or NIT Pondicherry into courses that are relatively lesser in demand such as metallurgy.
I suggest you to apply for state colleges or any other private institutions and wait for the second round of counselling alone as it would be a bit risky. There are pretty many good private institutions where you can apply, write the entrance test and get through.
To be on the safer side I would advise you to apply to other colleges as well for taking the courses of your choice.

This year in the wake of COVID-19 Ministry of education announced relaxation in class 12th 75% criteria, means now the student should must have passed class 12th to become eligible for admission to NITs through JEE-Main but note that this relaxation is only for this year not for next year(till now).
From next year the criteria of 75% will be applicable and according to this criteria the candidate must have passed class 12th with minimum of 75% marks overall not particularly in PCM. So if you re having 78% overall marks then you are eligible for JEE-Main.
