According to me Gate iit, Bangalore is one of the best coaching institute for all types of competitive exams like kcet/pgcet/comed-k/Gate/ugc net/jee and etc.
As per your requirement like as you want one on one classroom interaction the fees may be approx. Rs. 70,000 for 1 year or one and a half year and if you want online course as there is less time to prepare for kcet you may opt online course which costs you around Rs. 10,000 for 6 months.
Note that there might be concession in fees since the exam will be conducted within the next month.

As you are 12th pass out and you always have been preparing for neet so I think you have idea of all the topics and you must have been through with all the basics concept. So I'll suggest you to join achiever batch as in these batches you will get more concept with more number of question practice. In achievers batch the teacher focus on more questions practice and they clear the concept within the question itself. In leaders batch you will get more of theory part and concepts and less questions practice.
As you are weak in organic and physics only so I'll suggest you to take achiever batch because both of this subject will taught well enough here and also if you get in the earliest batch you get good teachers also.

see one month is not too late to start preparation, and if you devote extra 2 hours per day for studying the previous lessons, I am pretty confident that you would complete it with in 2 months of past one month syllabus.
now coming to the points you should follow while competing any of the entrance exam is as follows:
never feel weak, always have the self confidence, unless it will not fruitful at the end of the long 1 year preparation.
make short notes and prepare notes for each chapters of pcm .
make a separate copy for theoretical and numerical problem.
for iits b.tech admission you need to clear jee main and jee advance score. even if your jee advance is not good enough you would get options for tier 1 nits if you score 99+ percentile in jee main exam.
since jee main and jee advance are national level entrance test, while you prepare for this two exams, you will eventually get perfect for the state level engineering test which would benefits you for the long run.
so there is many options available for you, all you have to do is studies and regularly maintain a routine for personal grooming and studies and daily necessary work.

Yes, it is sufficient to crack IAS exam if complete devotion is shown in that 1 year period.

Okay you want to appear next year in JEE Mains. Which is a big decision because you want to drop one year. Think twice dear, because if you want to join engineering then after completing your BTech you have not appear so many companies because of your education gap. Because in placement so many companies wants fresh candidate not a candidate including gap. So this is a huge problem I'll tell you.
Now if you determine that you want to go for drop and get very good marks and join NITs or IITs or very good government college then you can apply for 2nd time. For this reason you have to study all your NCERT books for mathematics physics and chemistry. You can download the syllabus and print out and marks it whenever your chapter is completed. Then you can go study by yourself self also. But remember every time note down the important thing. You can join coaching classes but you have to study by yourself.
