So let me tell you firstly that to become an IAS officer you must pass out the the Union Public Service Commission civil services examination and for that you must have graduated from any degree and from any recognised college. For giving UPSC CSE examination your degree doesn't matter but if you want to know that which degree suits you or which degree you should do then I would suggest you do that thing in which you feel interested and can devote your much of the time without getting bored.
One more thing I want to tell you that most of the candidates of for Bachelor in Arts as its most of the syllabus coincide with their UPSC CSE examination syllabus which help them in preparing for that exam. So you can consider it also.

The Master of Design or M.Des is a two-year graduate course pursued by applicants who have a keen interest in the arts field and want to reach the highest standards in the field of design. The basic admission criteria for the M.Des degree program require that the candidate have a qualification program of at least 50% of a design / architecture / interior design / art or accredited university degree in order to study this. The range of the program is from INR1 to 3lakhs. The MDes curriculum is divided into four semesters. The MDes curriculum consists of topics such as an introduction to industrial practices, sustainable systems and craft research, industry-led project proposals, and brand communication. Anyone can use it in a wide range of specialized areas of degree programs such as automated design, architectural design and fashion, interior design, game design and graphic design. Admission to M.Des is primarily based on a list of achievements or entrance exams. To enroll in one of the top universities in the degree program, you must take the CEED or other entrance exams at various universities. Once admission is granted, candidates will need to appear in a personal interview to complete the admission process. 4,444 candidates are eligible for vacancies in both the government and private sectors. With an average salary of 3-8 rupees, these professionals can work in industries such as fashion, design, crafts, textiles, specialties, publications, media and lifestyle products.
For Seed license there are no need of having any specific degree. One can get a license if he/she is 10 pass. So you can obviously get a license for Fertilizers and seed by applying in the Department of Agriculture of your district.
