1. You have to take admission in the first year of your desirable course, pass the exams and get promoted to second year and then a year after you will be in your third year.

2. As a matter of fact psychology can be done from any stream and a certain amount of laboratory teaching will always be there. However, Psychology is a behavioral science. It requires firm knowledge of Biology since these both deal with human beings.So it would be better to go for science stream rather than arts. This would get you more practical knowledge and field exposure.
