If they have resided in the local area for a minimum period of 4 consecutive years, immediately preceding the year they appear for the relevant qualifying examination

Aspirants are required to provide Certificate of Equivalence issued by Association on Indian Universities, New Delhi, and Board of Intermediate Education of Telangana.

You must be aware general category cut off for govt college in delhi goes higher than AIQ quota.
Last year cut off for Gen category in AIQ counseling was 15038. (marks above 610+)
Whereas in delhi state quota counselling it was AIR 6349 in DU and AIR 4207 in IPU upto second round of counselling.
So this year cut off may goes somewhat low but then also you have very little chance of getting govt mbbs colleges at your expected marks.
You may have little chance of getting BDS if ranks improve then last year.
Otherwise you can try for BAMS/BHMS top govt college.

It would have been better if you could have provided your category which is quite a important criterion for prediction. Moreover with the scores there might be some chances for a government medical college or a semi government medical college. Rather you may try for private medical colleges and also other medical related courses including BAMS , BDS, BHMS etc. Also the cutoff may vary every year. ICAR is conduceted for 15% seats in all government colleges throughout India so the concept of domicile might not have much effect.
Getting a rank below 1580 will get you a seat through ICAR, that is a score above 360 atleast. With yoour score of 238 the cahnes of you getting a seat through ICAR are not high however I will still recommend you to go through the counselling (till the last round).

If you want to use domicile of Rajasthan for NEET than you have to satisfy atleast one of these criterias.
The candidate must be a certified resident of the state of Rajasthan.
Parent/s of the candidate must have lived in Rajasthan for a minimum period of 10 years, and the candidate must have studied in the state from classes VIII to XII.
The candidate parent/s are serving/ retired employees of the Govt. of Rajasthan and have put in at least 3 years of service on the last date of submission of the online registration form in the year of admission.
The candidate is a natural child of a serving/ retired Defense/ Para- Military personnel having origin in Rajasthan but may be posted anywhere in India.
The candidate is a natural child of a permanent, serving Defense Personnel posted in Rajasthan on the last date of submission of the online registration form in the year of admission.
The candidate is a child of a Judge of the Rajasthan High Court, but must not be availing a benefit like this in any other state.
Make sure you acquire the domicile certificate of Rajasthan , the certificate is mandatory for NEET.

You will obviously get it in Bihar because as you have said you have filled you are resident of BIHAR.
So you will need to attend th JOSAA councelling in bihar itself and you will also be provided with some options through which you can change your councelling center.
