You can apply in reap but you will not get the state quota seats without your domicile certificate. You will be treated as a other state candidates. You can easily apply for the domicile which requires basically your photograph, address proof, marksheets. It can also be applied online

See as per the information available, the category certificate and the EWS certificate (if applicable) is required to be issued after 1st April,2021. Apart from that there are no such rules for the Domicile certificate to be issued after the prescribed date.
