UP domicile is valid for people who have lived in the state for more than 3 years

The DM OR any SDM authorized by the DM shall be the competent officer to issue Domicile Certificates.

Generally it is issued a month before your admission but its validity varies in every exam

For NEET I would advice you to take new domicile certificate for good convenience
