Can I get mech engineer with 64.099 percentile having home state quota

It is a bit difficult to get Mechanical Engineering with 64.099 percentile, even with home state quota, especially in good government colleges. You might get a seat in lower-ranked or newly established colleges.

You can also try for private colleges where the cut-offs are lower. Keep backup options ready.
