As we all know NEET exam is more competitive it is difficult to secure a government seat. But that doesn't mean you need to quit trying. Don't focus neet alone. Many othee entrance exam are also based on same syllabus. You could write ICAR which is comparatively less competitive and easy. Admission to Bsc agriculture of many reputed colleges is via ICAR exam. Bsc agriculture is a good course with great scope. Through ICAR you could get admission in Punjab agriculture college Ludhiana, Tamilnadu agriculture college, Coimbatore, Indian agricultural research institute Delhi, Agriculture college Mannuthy, Kerala. These are some of the top agricultural colleges in India.
Other options are IISER or NiSER through which you could go to research field. Exam is less competitive than neet .
Also even though you score less mark you could get admission for BDS, BAMS, sidha, homeo, unani and all. They are also good courses.
As you already drop 1 year, its better to give a try, even though you couldn't get a seat for MBBS, you could write all these other exams .

Master of public health is a 2 year course. Core subjects are introduction to public health, epidemology, biostatics, denography, social and behavioral acience, communicable and nkn communicable diseases etc. This 2year course include teaching or learning techniques, case discussions, presentation, seminar, journals ,group discussion, demonstration etc. For Admission, degree in health science or relevant courses like MBBS, BDS, nursing etc is must. Admission is based on merit and an entrance test may conducted by respective colleges. In most cases students need to take graduate record examination (GRE). Jipmer puduchery, Shree guru gobind singh university,JSS medical college ,IIPH Gandhi nagar are some of the top colleges which offer this course. There is no age limit for applying.
When you're filling the application form for IGNOU then you will be required to submit your mark sheet, there is no scope for provisional admission here, what you can do is IGNOU does offer extension in terms of admission date, so if your exams gets concluded within this time, and you get your complete results, you can apply for the same, else you can wait out for December when application form for January 2023 will get released, other than this if you want to opt for other universities in distance mode, and if there is time left to apply for the same you can consider this as well.
As you mentioned that you have missed your first year second semester examination due to health issues ,so in most of the cases you will get back in those subjects and you have to clear all your second semester subjects in next year means in your 4th semester examination with your juniors . So you can easily pass this subjects in your next year.
It also depends upon college's rules . But never miss you semester exams of last year that can waste your whole year.
