Let me just get this straight your marks are great but it's not enough for a top Agriculture College. Most top colleges have almost close to 2 -3 seats in in every e branch and your marks is not enough to get most of them.

For giving ICAR AIIEA (PG) exam only those candidates are eligible who have completed their degrees from private or govt. colleges/universities accredited by the ICAR(Indian Council of Agricultural Research).So you need to check if your university is accredited by ICAR or not.

First of all you will be considered under EWS catgeory even if you apply outside your state.
As you may know EWS reservation is for General Category candidates when the annual income of their family is less than eight lakh per annum.If you come under EWS category you just have to produce a certificate issued by the the authority.You will be required to show the certificate (from which ever state you have got the certificate) at the time of admission.

As far as your question is concerned, it depends on your university 's accreditation with ICAR. The students studying in private universities accredited by ICAR are eligible to apply for the ICAR JRF exam whereas the students who are not into universities accredited by ICAR are not eligible to apply.

the basic eligibility criteria of ICAR AICE JRF/SRF is indian nationals candidate must have passed their master's degree with a minimum of overall grade point average (OGPA) from any public funded/govt institute and candidate who have passed form private institutes or universities and those universities are accredited by ICAR then candidate is eligible for same.

Yes,you can appear for ICAR JRF exam.The age criteria for the candidate to appear for the exam is 16 years and the qualification criteria is that the candidate must pass the 10+2 equivalent exam.Physics,chemistry or any of the subject from biology/home science/mathematics/agriculture must be the subjects present in qualifying exam.
General/OBC/Ups category candidate must score 50% marks and SC/ST candidates must score 40% marks.
For a candidate who has completed his/her B.Sc in biotechnolgy,PCM/PCMB/PCB are the subjects he/she must have passed in 10+2.PCB/PCM are the subjects he must attempt in entrance exam.
