The national eligibility cum entrance test (NEET) is a national level pre medical test. So according to the official eligibility criteria, any student who is minimum of 17 years can attend and there is no upper age limit to write NEET. if your doubt was whether you can write NEET for your age then it's a YES. you are eligible and you can attend NEET 2022.

99.89 percentile will be considered for your final result and all the admission which you will take because it is the maximum percentile among all your attempts so if you are not going to appear for upcoming session of JEE-Main 2021 then 99.89 percentile would be the final percentile for you and your rank will also be made on the basis of only this percentile.

As per my understanding, I suppose that you're asking what do you have input in these two sections while filling the application form. You have to write your address (Permanent or Correspondence) in these sections so that the university knows where you're from. To answer your second question, the OBC NCL certificate that you provide at the time of admissions should be of the current financial year. For Maths,
See for Maths PRACTICE is necessary but also you need to learn from your mistakes and rectify them.
After each and every mock test try to analyze it, see what mistakes you did, which question took longer time, which questions you could not attempt, try to figure out your weak areas.
You may also a separate note of all mistakes in mock test , so that you don't repeat those.
For Maths theory is equally important with solving questions.
If you have a good grasp of theory you'll understand the problem very well, hence finding the solution.
It happens to many students that the solution doesn't strike immediately, but for this you need to develop the particular aptitude & temperament.
For this try to solve variety of problems , first go through solved examples and then solve some questions.

Try if you can find out some of your own ways of approach to similar kind of problems.
Also when you are doing some practice problems on a daily basis , try to do them with timer, have small targets that you have to complete this many problems in 30 mins or 1 hour or whatever feels achievable. This will counter your time pressure problem in Exam.

Firstly, final year students or candidates who have passed their bachelor's degree with at least 45- 50 per cent marks are eligible to apply for CAT. As you are in 2nd year as of now, you cannot apply. Yes, you can apply in 2022. If you are applying next year make sure your latest semester score is not less than 50 percent.
Also, yes there is a provision for provisional admission at IIM's. In case a final year's student result is awaiting they need to get a certificate from the HOD or registrar or director of the university that the student is currently in final year and their result is waiting. Also the certificate has to mention the candidate has at least 50 percent marks in the latest semester or exam. If you are selected you will be provisionally admitted to the institute. Once you submit your marksheets and passed certificate ( or bachelor's degree completion certificate) your admission will be confirmed.

As you know that NIT Silchar is one of the prestigious NIT in India and also it has a great academic records hence, a lot of students prefer it now as seeing your marks saying about your admission is not easy as your rank general rank will fall above 2 to 2.5 lacs but definitely your category rank will be little good hence, you can try for admission but for some medium branches only because there competition is low and in top branches there is a huge competition which will make your work more difficult.
