MCI
There was a PIL filed in the Supreme Court earlier this week as a Student wanted an exemption from NEET to study abroad. The case was that the Candidate had secured a seat in a Foreign Medical College and the last date for joining the College was around August 20th. But NEET 2020 has been scheduled for September 13th which means going by the NEET is mandatory rule, she might lose out on the admission. So she reached out to the Supreme Court asking for an exemption from NEET. The Supreme Court has asked MCI and NTA to file in their review petitions. And MCI did respond by stating that the Candidate has never reached out to the MCI first but has filed a PIL in the Supreme Court. The Court has given MCI time to file their answer. And at the point of writing this answer, the matter is still in the Court pending for hearing. And NEET has been only made mandatory for studying MBBS abroad since last year and this is the first case requesting for exemption. And the outcome is yet to be known. So this might be one of the reasons that can be considered when NEET has been postponed than the joining date. But it cannot happen all the time because this is the first time that NEET has been postponed.

Shyam, it is not clear what you mean by Minority. While checking NEET eligibility, the Categorisation is broadly done as General Category, OBC, SC,ST. And the Community you belong to will fall under one of these Categories. And to be eligible for NEET, you should have completed your 12th, passed in all subjects and secure a minimum aggregate of 50% in Physics, Chemistry and Biology. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST. Now if you belong to OBC Category, the Category you belong to should be also listed in the Central OBC list. Or else you will be considered as General Category and so you have to secure a minimum aggregate of 50% in Physics, Chemistry and Biology. This 50% is inclusive of the Theory and Practical marks scored in Physics, Chemistry and Biology collectively. You needn't score 50% in Physics, 50% in Chemistry and 50% in Biology separately. You need an aggregate of 50% or 40% depending on your Category as an aggregate in Physics, Chemistry and Biology. And along with Physics, Chemistry and Biology, you should also have studied English as one of the core subjects in your 12th. With 39.6% unfortunately you do not qualify for NEET even if you belong to the Reserved Categories because the minimum required aggregate os 40%. You may have to appear for your Board Exams for improvement again. This is because NEET is also mandatory for studying MBBS abroad. And once you clear this hurdle, get a seat in Russia to study MBBS and you complete MBBS successfully, when you come back to India to appear for FMGE, your 12th marks are not considered.

That is quite ok:) Lets say for example you have Delhi's domicile but selected MP as the State of Eligibility in your NEET application form. NTA did release an official notification way back in December/ January stating that Candidates can fill in any State's name under State of Eligibility field and they still can participate in All India Counselling and seek admission to all States with the exception of Jammu and Kashmir because Jammu and Kashmir doesn't participate in All India Counselling. Quoting this and coming back to your example, if you have Delhi's domicile through Institutional Quota but you filled MP as the State of Eligibility, you still are eligible for participating in All India Counselling for seeking admission to 15% of GMCs of other States. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. So again quoting your example, by selecting MP in the State of Eligibility field, you can participate in All India Counselling for 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER. You can also participate in All India Counselling for admission to 15% of GMC seats for both MP and Delhi.

It is definitely harder for students studying MBBS abroad to clear the MCI exams. It takes many years for some students to clear it,some even retaking the exam for 6 or 7 times.
Whereas for Indian students they are acquainted with the question pattern, exam atmosphere and Indian medicine so that acts as a plus point.
