That is quite ok:) Lets say for example you have Delhi's domicile but selected MP as the State of Eligibility in your NEET application form. NTA did release an official notification way back in December/ January stating that Candidates can fill in any State's name under State of Eligibility field

hello i did my mbbs from Russia, cleared my MCI/Fmge exam now qualified neet pg exam, i hold Maharashtra domecile can i participate in Maharashtra state councelling. and can i take admission in associate medical college seat?

As per maharashtra council whosoever have done mbbs from foreign institute are not eligible for admission in pg under state quota.
You can apply for mop up round via MCC. MCC has already conducted 1st and 2nd round for neet pg 2020.
