See if you want to go for the ISRO then it would be better for you to go for IIST the reason behind it is because if you score above 8.5 in your UG course in IIST you get a chance to get directly placed in ISRO. Now NASA have a separate procedure and one have to apply corresponding to the vacancy created there. So if you have the passion to go direct in ISRO then go for IIST. Now if you wish to go for IIT then IIT KANPUR have the best infrastructure and the faculties for Aerospace Engineering. The sequence is followed by IIT KGP, IIT B etc. But this doesn't give you a certainty to get job in ISRO but you can go for ISRO based on the ICRB entrance.

In order to become a scientist at NASA, A person should have citizenship of US. It has become mandatory for a person to have US citizenship to work for NASA. Coming to the educational qualification, the requirement is Bachelor's degree in engineering, biological science, physical science or computer science followed by three years of professional experience (or 1,000 hours of pilot-in-command time in jet aircraft).
Apart from this the candidate needs to clear the interview and physical examination conducted by NASA. For, this the candidate must have done many researches and new inventions which will please them. You need have very good knowledge in fixing machines and making robots etc.

With reference to your query , I would glad to tell you that for getting a job in nasa or us airforce for international citizens is quite a big tisk , Nasa is one of the bigest space centre whereaas us army is one of the strongest army in the world, thousands of candidate apply every so competiition is high. But yes you should try after having good working experience in your current organization and apply through vacanies when they will be out

After BTech in Aerospace Engineering from Sastra University, I'd give you few options, which would perhaps lead you to NASA or similar Space Research Organizations.
1. After BTech, pursue MTech from some of the Good/Top IITs or IISc Bangalore. Post which you may get a Job with ISRO or some Top Aerospace Manufacturing Company. After few years of experience, you may perhaps pursue a PhD in Aerospace & Avionics Abroad in US or maybe directly apply for Opportunities abroad. PhD options seems better as NASA recruits lot of PhD in Scientist Positions for various projects from Top Universities in US.
2. Other option maybe, directly moving to US for a MS/MS+PhD after BTech and hence opportunities in Industry, Research & Academia in the Aerospace, Avionics, Space Technology, Rocket Industry Abroad.
Yeah, secondly chances are bleak you'll be able to become an astronaut with Nasa. Usually they'll always prefer US Citizens. However you may be an excellent Flight Engineer or Rocket Systems Designer, who knows you maybe selected for a Mission as Specialist deep in future.
NASA is national aeronautical and space administration. It's a part of the United States government.
If you want to get job in NASA then you have to take science stream in your 12th standard and passed 12th with minimum 60% marks. Then you can go for engineering in aeronautical engineering or any other departments. Also you can graduate in physics, astrophysics, astronomy, geology or space science etc. Then you can go for masters and PhD also. If you want to go NASA I'll suggest you that you can work first in ISRO. ISRO is our Indian space research institution. If you work great then may be you can't go for NASA you will become get higher position in ISRO. Otherwise if you determine for NASA then after some work in ISRO you can apply for NASA. If you are selected then you can go there and work with them.

The programming language used by NASA is HAL/S ( high order assembly language / shuttle). It is a realtime aerospace programming language compiler and cross compiler used for aviation technology. For ground operations c, c++, java and python are used.
ISRO uses python for their satellite based operations and remote sensing. In addition to this Java C, C++ etc are also widely used among ISRO programmers/engineers.

You must be a U.S. citizen to apply for the program through NASA , applicants with valid U.S. dual-citizenship are also eligible. It is not recommended that you change your citizenship solely for the purpose of being eligible for the Astronaut Candidate Program.
To become an Aerospace Engineering in NASA, you have to do Aeronautical Engineering with astrophysics as a subject. You at least need to complete your Masters to get into NASA, PhD will be more beneficial from any reputed college of India like IIT, NIT, IISc, BARC etc. Publish Good Research Papers in relevant Field during your research in famous journals of world.
