Yes, you can definitely apply for NIMCET. NIMCET requires a minimum aggregate of 60% for general caste candidates, and you do fulfill that criteria. You can apply for NIMCET now itself,you just need to show them your pass certificate by 15th September, 2019.

Unless your Annual Income from all sources is less than 8 lakhs and you belong to General Category with nonreservation benefits whatsoever , you don't need any Caste Certificate.
