No, NCERTs are not sufficient as they are good only for concept building. They don't have enough questions and examples to practise.
However, NCERT Chemistry is sufficient if you Mug up all the Intext Questions, Examples and Exercise Question. For Physics and Biology you need to refer to reference

The syllabus of NEET is divided equally 50-50 % for each XI and XII class.
The NEET question paper consists of 180 questions. Which is further divided into three sections -
Physics – 45 Questions
Chemistry – 45 Questions
Biology (Botany and Zoology) – 90 Questions
