As per the latest decision of NMC and Government of India, it has been decided that for 50% of the total sanctioned strength in private medical colleges as well as in deemed universities, the fee should be as same as the fee in the government medical colleges of that particular state and Union Territory. But the counselling process is still same and if any changes would be made to it then it would be informed by MCC or by the respective college. At this point of time the counselling process is same for all seats of deemed universities and government seats of private medical colleges.

With reference to your above mentioned query, I would like to tell you that there are no further news regarding the mopup round for KCET counselling. The mopup round for KCET counselling is only conducted if there are any vacant seat available after the extended round of counselling in KCET.
Further, if you want to know about the eligibility criteria for KCET Btech then follow the below criteria :
Candidates must be a citizen of India
Candidates must have passed the 2nd PUC/Class 12/equivalent examination with Physics and Mathematics as mandatory subjects
Along with the compulsory subjects, candidates must have anyone optional subjects - Biology/Chemistry/Bio-Technology/ Electronics/Computer Science with a language subject English
There are no minimum marks needed for General and reserved categories.

All the announcements and the updates will be placed on the official website you need to keep visiting the official website to check the new announcements and important updates related to the counselling, if any. See if your caste certificate is about to expire then you can apply for it's renewal and make sure to get the acknowledgement receipt and meanwhile if the counselling process began then you can upload your current caste certificate for NEET counselling registration.
It is right that NEET counselling registration has not started for Odisha, because it was scheduled earlier for November 29th but due to some circumstances it got postponed till further notice, so you have to wait for it.

This is very difficult to predict neet 2021 cut off as cut off marks keeps changing every year depending upon various factors like :-

Qualifying cut off marks won't be as high as 460 marks dear.

Yes the news was true but there was only a proposal to start the four new medical colleges in the districts Chikkamagaluru, Haveri, Yadgir and Chikkaballapur of Karnataka but the proposal was not approved and for this year no admission will be taken in these colleges.
Due to pandemic the building of these colleges are still in construction phase and not yet in condition for conducting regular classes neither the staff has been recruited, therefore NMC has shot down the proposal for this year. Most probably from next year the admission can be started in these colleges.
So for now there are only 890 UG seats in Karnataka out of which approx. 2900 are government seats for which only those candidates are eligible who belongs to Karnataka.
