Here the phase 2 registration means All the aspirants who had applied for the phase 1 application form on or before the closing date and Given NTA NEET 2021 Exam on 12, September must need to do Phase 2 Online registration by providing all valid documents to check NEET Result and scorecard, without phase 2 registration medical aspirants can’t check their NEET UG Result 2021 that are likely to release on 10, October.

Hope you are doing great, as per your query yes if you get seat in vit ap through ap eamcet only through convener quota then you get fee Reuimbersement (if you applicable )
In 2021-22 academic year our ap government include some of the top institutes 35 percent seats in ap eamcet. So you can get fee Reuimbersement.
This is not applicable for management quota students..

With Kerala battling a Third Wave of Covid, I dont think Schools and Colleges will Reopen anytime soon in Kerala. However, once the Cases are less, you may expect Schools atleast for Senior Students and Colleges to Reopen anytime in October or November, provided students follow the designated Covid Safety Protocols which include Social Distancing and Wearing Masks, besides getting Vaccinated if eligible.
