In order to get under 500 rank in sc category you must have marks in the range of 100-125 I am saying because one of my has got 117 marks and has achieved 532 sc category rank. But to get this rank or marks you to do hard work. The things which you have mentioned if you apply in reality surely it works just one thing one must know that jee exams test your problem solving skill so you have to practice a lot of questions (previous years).

If you did not report to the college alloted in first phase,you can attend and apply for next rounds,based on your marks and cutoff you can have chances to fetch a seat.next year admission will be based on next year neet score.this year score wont be applicable for next year admission.

Look between government medical college and private medical college huge difference is fees structure. If you study in government medical college then your fees much much lesser than any private medical college. But your appointed government is newly established so i think some problem you will be faces like any instrumentation not available. But it's generally doesn't happen in any medical college, if it's happen then medical college will be black listed in MCI list. And another thing you are a government medical college student so you have some opportunities to get government hospital job esaily. Now come to your private medical college, is it old college and reputated also. If you want to join there no problem you can go for it but you didn't have any tag of government medical college student and your fees will be higher. So now choice is totally yours.

According to your question and taking into consideration that you want to change your course to bsc biotech.
I would like to say that i dont think jamia milia islamia allows a candidate to change their whole course as there are limited number of seats in jamia and generally seats are not vacant.
I believe since you do have some time for both your Board Exams and JEE Mains First as well as Second Phase, do take help of online resources and previous years besides completing the NCERT Syllabus and foccusing on Board Exams. Do give JEE Main this year, irrespective of the fact, you plan to drop or not. It will help you to analyse your weaknesses and also getting a strong experience.
Incase you are deeply determined to study in an IIT or NIT, but sincerely know you need better preparation, in this case do drop a year. Work hard, make a strong preparation and test taking strategy for yourself, and I believe you can ace JEE next year with flying colours. However do remember, a drop year might just be the trump card to your success and aspirations, or it might just remain in your resume as a Gap Year. Its your responsibility how you want it to be, and how much sincerely focussed you are for IIT or NIT.
NEET exam primarily is one-tier based and is conducted annually, usually in the month of May.
Age limit is maximum 25 years and minimum 17 years.
For reserved category 30 age is maximum.
Aggregate marks : For General Category – 50% (Physically Handicapped, PH – 45%) and for OBC/SC/ST – 45% (PH – 40%) in subjects PCB.

For CBSE schooling? - No, as per their rules they do allow 1-2 year gaps however they require some documents validating such gap with proof and some applications that the school may ask you to fill.
