Dear aspirant,
As you have secured 590 marks in neet 2021 then you can definitely crack some or the other government college through rajasthan domicile but yes you may not get that good colleges like sms medical College , madan Mohan Malviya ayurveda government college, SPMC bikaner RUHS college of medical sciences.
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Yes, you can participate in second phase CPGET counselling if you are not satisfied with the allotted seat. If you are allotted seat in second phase counselling then the seat allotted in first phase counselling will gets cancelled automatically. If you are not allotted seat in any institute in second phase counselling then the seat allotted in first phase counselling will be retained as you have secured admission in the institute allotted in first phase counselling. While participating in second phase counselling you need to exercise fresh choices. Ensure that you select the institutes in which you are interested to seek admission to avoid the disappointment of getting seat in an institute in which you are not interested to seek admission.
Hi
If you do not report to the college after college allocation within the given time frame, your seat will be left vacant.
You can try to opt for free exit to take part in next round. If that's not the option then I am afraid you can not do anything for your seat after failing to report to the allocated college.
Best of luck

According to the new rule laid down by MCC if you are alloted a college in round 1 of ALL INDIA counselling and you opt for upgradation then:
if your seat gets upgraded then you will have to take admission in that college.
if your seat does not get upgraded then you will have to take the seat alloted to you in round 1.
if you resign in round 2 after opting for upgradation then you will not be able to participate further in any of the counselling be it mop up round of the AIQ or the state counselling.
