Two major reasons behind it are you have applied to colleges of very high cuttoff and second you have applied to limited colleges only. So, apply to at least 15 colleges in serial order priority wise according to branches. Add branches other than cs, else some seats will be left and you won't get admission in your favorite college. There's an option of changing branch in 2nd year by securing good score in 1st year. And apply to some private colleges also after completely filling government colleges.

After first round of counselling you will get a chance to change your preference that you have saved in the first round.
As you want the 6th position college so you can put that college in the 1 place so the chance will increase to get the seat if any left because most of the seats are already filled in the first round.
You can do whatever you want in your list when the window will open to reorder but remember that don't exclude the college you got in the first round.

In order to get into National Law Universities, one requires to give CLAT exam and qualify in the exam.
